Add a test to verify that RSS contexts persist across interface
down/up along with their associated Ntuple filters. Another test
that creates contexts/rules keeping interface down and test their
persistence is also added.

Tested on bnxt_en:

TAP version 13

# timeout set to 0
# selftests: drivers/net/hw: rss_ctx.py
# TAP version 13
# 1..2
# ok 1 rss_ctx.test_rss_context_persist_create_and_ifdown
# ok 2 rss_ctx.test_rss_context_persist_ifdown_and_create # SKIP Create context not supported with interface down
# # Totals: pass:1 fail:0 xfail:0 xpass:0 skip:1 error:0

rss_ctx.test_rss_key_indir implicitly expects at least 5 queues,
as it checks that the traffic on first 2 queues is lower than
the remaining queues when we use all queues. Special case fewer
queues.

The rss_ctx test has gotten pretty flaky after I increased
the queue count in NIPA 2->3. Not 100% clear why. We get
a lot of failures in the rss_ctx.test_hitless_key_update case.

Looking closer it appears that the failures are mostly due
to startup costs. I measured the following timing for ethtool -X:
- python cmd(shell=True) : 150-250msec
- python cmd(shell=False) : 50- 70msec
- timed in bash : 45- 55msec
- YNL Netlink call : 2- 4msec
- .set_rxfh callback : 1- 2msec

The target in the test was set to 200msec. We were mostly measuring
ethtool startup cost it seems. Switch to YNL since it's 100x faster.

Lower the pass criteria to 150msec, no real science behind this number
but we removed some overhead, drivers which previously passed 200msec
should easily pass 150msec now.

Separately we should probably follow up on defaulting to shell=False,
when script doesn't explicitly ask for True, because the overhead
is rather significant.

Switch from _rss_key_rand() to random.randbytes(), YNL takes a binary
array rather than array of ints.

Add test_rss_default_context_rule() to verify that ntuple rules can
correctly direct traffic to the default RSS context (context 0).

The test creates two ntuple rules with explicit location priorities:
- A high-priority rule (loc 0) directing specific port traffic to
  context 0.
- A low-priority rule (loc 1) directing all other TCP traffic to context
  1.

This validates that:
1. Rules targeting the default context function properly.
2. Traffic steering works as expected when mixing default and
   additional RSS contexts.

The test was written by AI, and reviewed by humans.

The test_rss_context_dump() test assumes the indirection table is always
supported, which is not true for all drivers, e.g., virtio_net when
VIRTIO_NET_F_RSS is disabled.

Skip the check if 'indir' is not present.

There's no good API to check how many contexts device supports.
But initial tests sense the context count already, so just store
that number and skip tests which we know need more.
