The variable err is being initialized with a value that is never read, the
assignment is redundant and can be removed.

It was reported that a considerable amount of cycles were spent on the
expensive indirect calls on fib6_rule_lookup. This patch introduces an
inline helper called pol_route_func that uses the indirect_call_wrappers
to avoid the indirect calls.

This patch saves around 50ns per call.

Performance was measured on the receiver by checking the amount of
syncookies that server was able to generate under a synflood load.

Traffic was generated using trafgen[1] which was pushing around 1Mpps on
a single queue. Receiver was using only one rx queue which help to
create a bottle neck and make the experiment rx-bounded.

These are the syncookies generated over 10s from the different runs:

<title>ipv6: do not free rt if FIB_LOOKUP_NOREF is set on suppress rule</title>

Commit 7d9e5f422150 removed references from certain dsts, but accounting
for this never translated down into the fib6 suppression code. This bug
was triggered by WireGuard users who use wg-quick(8), which uses the
"suppress-prefix" directive to ip-rule(8) for routing all of their
internet traffic without routing loops. The test case added here
causes the reference underflow by causing packets to evaluate a suppress
rule.

<title>ipv6: honor RT6_LOOKUP_F_DST_NOREF in rule lookup logic</title>

This patch specifically converts the rule lookup logic to honor this
flag and not release refcnt when traversing each rule and calling
lookup() on each routing table.
Similar to previous patch, we also need some special handling of dst
entries in uncached list because there is always 1 refcnt taken for them
even if RT6_LOOKUP_F_DST_NOREF flag is set.

<title>ipv6: Use result arg in fib_lookup_arg consistently</title>

arg.result is sometimes used as fib6_result and sometimes used to
hold the rt6_info. Add rt6_info to fib6_result and make the use
of arg.result consistent through ipv6 rules.

The rt6 entry is filled in for lookups returning a dst_entry, but not
for direct fib_lookups that just want a fib6_info.

fib rule actions should return -EAGAIN for the rules to continue to the
next one. A recent change overwrote err with the lookup always returning
0 (future change will make it more like IPv4) which means the rules
stopped at the first (e.g., local table lookup only). Catch and reset err
to -EAGAIN.

Change fib6_lookup and fib6_table_lookup to take a fib6_result and set
f6i and nh rather than returning a fib6_info. For now both always
return 0.

A later patch set can make these more like the IPv4 counterparts and
return EINVAL, EACCESS, etc based on fib6_type.
