Instead of a list of separate busy placement add flags which indicate
that a placement should only be used when there is room or if we need to
evict.

v2: add missing TTM_PL_FLAG_IDLE for i915
v3: fix auto build test ERROR on drm-tip/drm-tip
v4: fix some typos pointed out by checkpatch
v5: cleanup some rebase problems with VMWGFX
v6: implement some missing VMWGFX functionality pointed out by Zack,
rename the flags as suggested by Michel, rebase on drm-tip and
    adjust XE as well

<title>drm/ttm: Clarify that the TTM_PL_SYSTEM is under TTMs control</title>

TTM takes full control over TTM_PL_SYSTEM placed buffers. This makes
driver internal usage of TTM_PL_SYSTEM prone to errors because it
requires the drivers to manually handle all interactions between TTM
which can swap out those buffers whenever it thinks it's the right
thing to do and driver.

CPU buffers which need to be fenced and shared with accelerators should
be placed in driver specific placements that can explicitly handle
CPU/accelerator buffer fencing.
Currently, apart, from things silently failing nothing is enforcing
that requirement which means that it's easy for drivers and new
developers to get this wrong. To avoid the confusion we can document
this requirement and clarify the solution.

This came up during a discussion on dri-devel:

Sometimes drivers need to use bounce buffers to evict BOs. While those reside
in some domain they are not necessarily suitable for CS.

Add a flag so that drivers can note that a bounce buffers needs to be
reallocated during validation.

v2: add detailed comments
v3 (chk): merge commits and rework commit message

Changing the caching on the fly never really worked
flawlessly.

So stop this completely and just let drivers specific the
desired caching in the tt or bus object.

It's not supported to specify more than one of those flags.
So it never made sense to make this a flag in the first place.

Nuke the flags and specify directly which memory type to use.
