sclp commands only used by the PCI code shouldn't be build for
!CONFIG_PCI. Instead of adding more ifdefs to sclp_cmd.c just
move them to a new file.

<title>s390/sclp_cpi: remove sclp_cpi module in favor of sysfs interface</title>

Since commit c05ffc4f2b20 ("[S390] sclp: sysfs interface for
SCLP cpi"), which was made 2008 the user can specify a system
and sysplex name through the /sys/firmware/cpi interface. In
addition to sysplex and system name, the user can also override
the system type and system version.

Because the syfs interface is easier to use and allows the
settings to be updated, the sclp_cpi module becomes obsolete
and can be removed.

Currently there are two s390 kernel dump config options "CONFIG_ZFCPDUMP"
and "CONFIG_CRASH_DUMP". In order to keep things simple and because the
"CONFIG_ZFCPDUMP" option already has a dependency to "CONFIG_CRASH_DUMP"
remove the CONFIG_ZFCPDUMP option.

HSA size is determined dynamically via SCLP in early.c.

Remove the tape block device driver. It's not of real use but has
already created some confusion when users wanted to access tape devices
and used the block device nodes instead of the character device nodes.

Also remove the whole tape documentation since it's completely outdated
and we have the device drivers book which is the place where everything
is properly documented.
