net: documentation: build a directory structure for drivers

Documentation/networking/ is full of cryptically named files with driver documentation. This makes finding interesting information at a glance really hard. Move all those files into a directory called device_drivers (since not all drivers are for device) and fix up references. Instead of using a private copy of struct net_device_stats in struct netdev_private, use stats from struct net_device. Also remove the now unnecessary .ndo_get_stats function and the #ifdef'ed increment of the collisions16 counter which doesn't exist in struct net_device_stats. The previous implementation of set_settings was modifying the value of speed and duplex, but with the new API, it's not possible. The structure ethtool_link_ksettings is defined as const.
