m32r allmodconfig build was failing with the error:

  ERROR: "smp_flush_cache_all" [drivers/misc/lkdtm.ko] undefined!

lkdtm driver at drivers/misc is using flush_icache_range() which for
m32r is defined as smp_flush_cache_all() if CONFIG_SMP is defined. But
as smp_flush_cache_all() was not exported so the build was failing with
the error of undefined symbol.

We cast away the volatile, but really, why make it volatile at all?
We already do a mb() inside the cpumask_empty() loop.

We plan to remove cpus_xx() old cpumask APIs later. Also, we plan to
change mm_cpu_mask() implementation, allocate only nr_cpu_ids, thus
*mm_cpu_mask() is dangerous operation.

Then, this patch convert them.

<title>sched: Provide scheduler_ipi() callback in response to smp_send_reschedule()</title>

For future rework of try_to_wake_up() we'd like to push part of that
function onto the CPU the task is actually going to run on.

In order to do so we need a generic callback from the existing scheduler IPI.

This patch introduces such a generic callback: scheduler_ipi() and
implements it as a NOP.

BenH notes: PowerPC might use this IPI on offline CPUs under rare conditions!

Makes code futureproof against the impending change to mm-&gt;cpu_vm_mask.

It's also a chance to use the new cpumask_ ops which take a pointer
(the older ones are deprecated, but there's no hurry for arch code).
